Jeff Lipton

Jeff has 37 years of experience in municipal credit and market analysis. Jeff’s municipal credit expertise extends to all sectors of the municipal market with heavy emphasis on health care, state and local G.O.s, higher education, airports, housing and some of the more common structures in high-yield space. Central to his role at Oppenheimer is to assess the strategic implications of federal and state governmental policy on the municipal securities market with specific focus on portfolio construction, credit and relative value. Credit and market guidance is provided to the firm’s high net worth and institutional clients. From October 2010 to June 2014, Jeff was employed by MetLife as a senior analyst in the Firm’s investment division and contributed to the management of a $13 billion municipal portfolio. During thatime, Jeff made investment recommendations based upon extensive fundamental and technical research. As part of this job function, heavy interaction with street analysts, rating agencies and issuers took place. Prior to joining MetLife, Jeff spent five years as Head of Municipal Research at Neuberger Berman in New York City. In that capacity, Jeff managed a five-person municipal credit team for $12 billion in tax- exempt assets, providing credit coverage for all tax-exempt portfolios along the yield curve, including money market funds, corporate cash accounts, three intermediate closed end bond funds and individual high net worth and managed accounts. Jeff held a similar role at Weiss, Peck, & Greer Investments in New York City for five years. At these firms, Jeff was part of a Municipal portfolio management team effort to meet with clients/prospects and was instrumental in providing credit/market updates and portfolio recommendations. Prior to joining Weiss, Peck, & Greer, Jeff spent six years as a Corporate Vice President and Head of Retail Municipal Research for PaineWebber, Inc. in New York City. In that position, Jeff’s primary responsibility was to provide in-depth municipal credit analysis for use in managing the Firm’s capital exposure, through underwriting and trading and in determining the suitability of securities for retail and institutional accounts. Jeff began his career at Dean Witter Reynolds, Inc. in 1984, where he became a Vice President and a Senior Municipal Analyst. Jeff has authored many topical written reports targeting both high net worth and institutional investors, which discuss specific municipal credits and general market trends. Specifically, he has produced reports covering high profile state credits, various Puerto Rico issuers, and health care developments. Jeff is often quoted in industry media outlets, commenting on topical market trends and credit assessments and is also a chosen panelist for thought leadership guidance for industry forums. Jeff holds a B.S. in Business Administration with a concentration in Finance from the University of Delaware. He is a member of the Municipal Analysts Group of New York and the National Federation of Municipal Analysts. Jeff holds Series 7, 63, 50, 52 and 53 FINRA designations. Jeff has been the recipient of several industry awards in recognition of his contributions.
