Rachel Perlman- Chairwoman
Rachel Perlman is Director of Institutional Sales at Boenning & Scattergood and has served as founder and Chairwoman of The Municipal Bond Women’s Forum since its inaugural event in 2015. Rachel joined Boenning & Scattergood in 1999 and helped reestablish the municipal bond department. Rachel served on the board of Boenning & Scattergood from 2011-2014.
Prior to joining Boenning & Scattergood, she worked in institutional sales at AH Williams (1991-1998). She began her career in 1986 at Tucker Anthony in Philadelphia, and later joined Van Kampen Merritt (1988-1991). Rachel received her bachelor's degree in American Studies from Sweet Briar College.
Debe Trachtenberg- Co-Chairwomen
Debe is Vice President at Eaton Vance Management and Director of Municipal Bond Trading. Debe established the Trading desk at Eaton Vance Management when she was hired in 1997.
Prior to joining eaton vance in boston debe was Recruited in 1995 as a senior Municipal trader for fidelity management and research from new york city to boston. Debe spent 20 years in New York City as a Municipal trader for various dealer firms including dLJ (1993-1995), Chemical bank (1983-1993), and dean witter reynolds (1979-1983). debe is a board member of ironmatt.org.
Lindsey Wetzel- Co-Chairwomen
Lindsey Wetzel is Co-Head Municipal Sales for Wealth Management, Executive Director (San Francisco). In her role, Lindsey is responsible for the development and distribution of Tax Exempt Fixed Income sales ideas. Lindsey and her team leverage firm wide strategy and content to drive and deliver the highest conviction sales ideas to Financial Advisors and their clients as they create and maintain their investment portfolios.
Prior to her current role, Lindsey was in institutional Municipal Bond trading, where she traded national high grade credits and was a part of the California trading team. Lindsey has over 14 years’ experience in the municipal bond industry, beginning her career at Morgan Stanley in 2003 as an analyst in wealth management sales and underwriting. Lindsey had been on the board of the San Francisco Municipal Bond Club since 2005 and served as president in 2010 and 2015. Lindsey earned a B.A from Dartmouth College. She lives in San Francisco with her husband and two sons.
Mary Jo Guida- Secretary
Mary Jo Guida is a Senior Municipal Bond Evaluator for Bloomberg's Evaluated Pricing Service (BVAL), which provides objective and independent valuations to approximately 1 million municipal bonds. In this role, Guida works closely with product managers and engineers to deliver evaluations on taxable and high-grade tax-exempt bonds. In addition, she oversees the team responsible for the quality control processes of BVAL's AAA Benchmark Curve. Guida is an experienced evaluator who employs relevant and innovative valuations models that leverage Bloomberg’s in-house analytics to support defendable pricing.
Prior to joining Bloomberg, Guida held several executive roles including Vice President, Municipal Bond Trader at both RBC Capital Markets and Bartholomew & Co., and Vice President, Municipal Bond Broker at Chapedelaine & Co. Guida is an expert in the municipal market with the know-how to drive consistent pricing for municipal bonds. She is a past officer of the Women's Bond Club of New York and was an active participant in the Municipal Bond Club of Boston.
She earned a Master of Business Administration with a concentration in finance from Seton Hall University and Bachelor of Science in marketing from Providence College.
Colleen Meehan -Treasurer
Colleen Meehan is a Senior Vice President and Director, Tax-Exempt Money Market Fund Strategies, for Dreyfus Cash Investment Strategies, a division of BNY Mellon Investment Adviser, Inc. She is responsible for the management of Dreyfus’ national and state-specific tax-free money market portfolios. Ms. Meehan has been with BNY Mellon Investment Adviser, Inc. since August 1999.
With over 30 years’ experience in the municipal bond market, Ms. Meehan has maintained several positions on both the long and short end of the tax-exempt market.
Prior to joining BNY Mellon Investment Adviser, Inc., she was a portfolio manager at Prudential Investments since 1980, managing many different investment vehicles. Ms. Meehan managed Prudential’s Money Market Mutual Funds – national and state - specific from 1994 to 1999, tax-exempt unit trusts from 1990 to 1994, long-term municipal bond portfolios from 1984 to 1990, and was a portfolio assistant from 1980 to 1984.
Ms. Meehan is on the Board of Governors of the Municipal Bond Women’s Club of New York and the Municipal Bond Club of New York. Ms. Meehan has taken an active role in the annual Municipal Bond school and participates in several outside charitable venues. She is also a member of the imoney.net Advisory Council and has been a participant in several industry conferences representing the tax-exempt sector of the market, particularly Cranes Money Fund Symposium and iMoneyNet Money Market Expo.
Alexa Gordon- Host of 2019 Forum
Alexa joined Goldman Sachs in January 2013 and is a Portfolio Manager within GSAM's Municipal Fixed Income team where she is responsible for portfolio construction and implementation for municipal separate accounts. In addition, Alexa leads the team's Environmental, Social, and Governance (ESG) Strategy, focusing on developing the growing ESG platform and working closely with clients and sales teams to coordinate and execute ESG integration into the municipal SMA offering.
Prior to joining Goldman Sachs, Alexa worked for 4 years at Wells Fargo, most recently on the Municipal Institutional Sales and Trading desk in Charlotte, NC. She is a member of the Municipal Bond Women's Club of New York. Alexa has a BA in Economics from UCLA and an MBA from NYU Stern.
Sylvia Yeh- Host of 2019 Forum
Sylvia is co-head of Goldman Sachs Asset Management’s Municipal Fixed Income Business. The Municipal team manages a broad range of fixed-income solutions on behalf of institutional and individual clients.
Prior to her current role, Sylvia was head of Municipal Fixed Income for Private Wealth Management in the Investment Management Division. Sylvia worked with high net worth individuals and family offices to construct customized separately managed municipal bond portfolios. Sylvia was a member of the Private Wealth Management Best Execution Committee and served on the Investment Management Division Women’s Network Operating Committee.
Previously, Sylvia spent 13 years as a municipal bond trader and sales person within the Securities Division. Sylvia joined Goldman Sachs in 1999 and was named managing director in 2015.
Sylvia is a member of the Municipal Bond Women’s Club of New York. She earned a BS in Finance from The State University of New York at Albany in 1997.
Dana Villanova Advisor to the Board
Dana Villanova began her career in municipal bonds at Morgan Stanley on the institutional trading desk in 2005. She then worked for municipal bond insurers MBIA and Assured Guaranty covering secondary markets, business development, and competitive new issues.
She served as Treasurer and Vice President of The Municipal Bond Club of New York. She’s a member of Women in Public Finance, Financial Women’s Association, and The Impact Capital Forum.
Dana earned a B.S. from Florida Atlantic University. Additionally, she holds a Certification in Corporate Responsibility and Sustainability Strategies from the University of North Carolina Wilmington and certification in Business Strategies for Social Impact from University of Pennsylvania.
